Stakeholder input is advisory — not prescriptive. In Review Mode, you see each stakeholder's responses alongside variance and disagreement signals for every item. You apply your own judgement: band items into Now / Next / Later / Won't Do, refine the ordering, and record your rationale. The tool informs; you decide.
